Users notice that all Capacity Limits that were uploaded via CSV files are not editable and an error occurs when attempting to edit

The error "This Capacity Limit is not modifiable" occurs

Steps to Replicate the Issue

Upload capacity limit records via CSV file
Navigate to the Capacity Limit Screen
Query an uploaded Capacity Limit record
Attempt to edit the record and enter a numeric value in the "Reservation" field

Error then occurs
