Stock Count Should Not Process If Snapshot Is Not Taken

Symptoms
This request to handle some check/validation to avoid stock count processing if snapshot is not taken.
Value of system_options (stake_lockout_days set to 1 cycle_count_lag_days set to 0) cause Stock count to be process before snapshot was updated.
Due to this setting stock count results are processed before snapshot is updated in stake_sku_loc.
Snapshot values will get updated based on stake_lockout_days set in system_options and in this case stock count file was processed before snapshot was updated. which cause ‘incorrect’ update on stake_sku_loc.snapshot_on_hand_qty and item_loc_soh.stock_on_hand.
