Symptoms
When attempting to submit a timecard with 0 hours after creating a Rule Template using seeded formula WFM_PERIOD_MINIMUM_TIME_ENTRY_RULE_AP,
the following error occurs.
Exception message: can't parse argument number: DEF_LIMIT
Call Stack: java.text.MessageFormat.makeFormat(MessageFormat.java:1429)

The issue can be reproduced at will with the following steps:
- ME > Time and Absences
- Add Time Card > Enter 0 as hours > Submit
