On : 11.13.23.10.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
HR Specialist is unable to view the Instructions details under Transaction Console for Failed transactions.

EXPECTED BEHAVIOR
-----------------------
Users should be able to view the details of the failed transactions.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Transaction has completed in Failed Status
2. User accesses the transaction through Transaction Console
3. The 'Instructions' region is not showing for the user

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot view the Instructions region. This means they are unable to view the Issue Description/Resolution.
