Symptoms
Line manager is not able to assign direct report a new performance goal via the Team Goal Center. The Person drop down is blank when My Team is selected in the first drop down.
The issue can be reproduced at will with the following steps:
1. As line manager, go to Team Goal Center
2. Attempt to assign goal to direct report
3. No name is displayed
