PO approval issue with ESTIMATED_INSTOCK_DATE

PO maintenance screen allows users to approve order with ESTIMATED_INSTOCK_DATE in past. System just gives an warning and option to user to update the value but does not stop PO approval.
PO approval with buyer dashboard stops users to approve order with ESTIMATED_INSTOCK_DATE in past.

The issue can be reproduced at will with the following steps:

PO approval via buyer dashboard is inconsistent with PO approval via screen
Buyer dashboard:
1. Have a list of PO's required for approval
2. Select a PO for which 'Estimated In Stock Date' is in the past
3. Click on 'Approve Order'
4. System gives error that 'Estimated In Stock Date must not be earlier than today' and stops user from approval
PO Maintenance scree:
1. Open a PO for which 'Estimated In Stock Date' is in the past.
2. Click on 'Approve'
3. System gives confirmation that 'Do you want to update the estimated in stock date using the orders approval date?'. User still has an option to approve the without changing the 'Estimated In Stock Date'

System Integration Test.
