Goal

A Fiscal year change is required in MFCS and it is understood this impacts on Stock ledger and Planning modules.

Currently FY is from Oct-Sep, it should be updated to Jan-Dec.
Option START_OF_HALF_MONTH to be updated to 1.
Change required initially in stage environment and after confirmation from business, perform the same in Production.
