Active Workflow: Unable To Select In the Auto Create Settings And Be Used To Create a BP Record

Symptoms
When a Business Process (BP) workflow schema (unique combination of Setup Name + Workflow Name) is set to Active:
Expected Result
The workflow should be able to be selected in the Auto Create settings for a BP, and made available for users to Create a BP record.
Actual Result
The workflow is Not able to be selected in the Auto Create settings for a BP and is Not made available for users to Create a BP record.
Steps to Reproduce
- In Admin mode for the BP > Workflow Setup, ensure that the workflow Status is set to Active.
- In the Setup for the BP, Auto Create tab, observe that the workflow is not available for selection for the Setup setting.
- At runtime, in User mode, for a user that has the ability to Create a BP record using the workflow, click on the +Create button and observe that the workflow is not available for selection.
