Xitemcre message get stuck in RIB for SKU with error message Item_HTS record already exists?

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Make sure : ITEM_HTS_CASCATE=N setup in coresvc_item_config table.

1. Check for any parent item has item-hts setup.
2. Try create a child item with item-hts for the parent using item-induction feature
3. Notice that the upload says 'process with errors' and notice the error says ' Item_HTS record already exists".
