PO Quantities Inconsistent Between Create And Update Via PO Induction (Doc ID 3011191.1)

Symptoms

When creating a PO, via induction, containing allocated quantities, the induction process sums all quantities (WH and cross-docked lines).
When updating the same PO, the induction process does not sum all quantities (WH and cross-docked lines).

Steps to reproduce:
1. Upload the PO ODS file with 2 items
    Item1 -100 units to WH and 20 to Store as Cross Dock
    Item2 - 200 units to WH and 30 to store as Cross Dock
2. Order created with Item 1-120 Units , Item2 -230 units (Alloc 1- 20 , Alloc 2 - 30)
3. Download the order in ODS file and modify:
   a) "Orders" sheet : action-> 'Update' Status 'Worksheet' Re-Approve 'Yes'
   b) Order Detail Sheet :
       Item1 -200 units to WH and 40 to Store as Cross Dock
       Item2 -400 units to WH and 60 to store as Cross Dock
4. Upload the modified ODS file
5. Validate Ordloc for order qty and Alloc_details for alloc qty

Expected Result:
5. Order created should be Item 1-240 Units , Item2 -460 units (Alloc 1- 40 , Alloc 2 - 60)

Actual Result:
5. Order created created wrongly for Item 1.Order created as Item 1-200 Units , Item2 -460 units (Alloc 1- 40 , Alloc 2 - 60)
