After OIC Upgrade Visual Builder Cannot Be Accessed (Doc ID 3011223.1)

Goal

When upgrading the OIC system to version 23.3.3 known issue described in: https://docs.oracle.com/en/cloud/paas/integration-cloud/integration-cloud-auton/patch-and-upgrade-oracle-cloud-customer-december-2023.html#GUID-EEFC2E83-B02F-466A-A02A-D6F90F400A49 is encountered. 

In order to patch the directions above were followed and the MobileBuildService deployment was removed from Weblogic.
After the upgrade however, Visual Builder can no longer be accessed on OIC.

When attempting to go to the Visual Builder URL manually, an error is returned in the console log:
