Symptoms

On : 11.13.23.10.0 version, Pricing

Unable to create Sales Order via FBDI when Manual Price Adjustment is sent, Able to create SO via UI with same details.

In 23D pod, when FBDI is loaded with CHARGE ROLLUP FLAG as null - Order is failing to import with mentioned error 

But In 24A pod, when same FBDI is loaded with CHARGE ROLLUP FLAG as null - Order is getting imported successfully

ERROR

No matching charge definition was found for the manual price adjustment XXXXXXXXXX.

Order Management can't price the sales order because it can't identify a charge for item XXXXX, with unit of measure XXX. (FOM-4515095) Details: Go to the Pricing Administration work area and examine the set ups that affect item XXXXX. Examine your price lists, pricing strategy, pricing algorithms, and other set ups and make sure they correctly reference the item. Next, go to the Order Management work area and reprice the order. STEPS

The issue can be reproduced at will with the following steps:
1. Create FBDI file with Freeze Price = N (since pricing should be picked from Oracle) and pass the adjustment data in DOO_ORDER_MANUAL_PRICE_ADJ_INT
2. Import into Fusion
3. Review the error
