Error: Attribute PersonId in GoalAccessEO is required In Process Mass Actions For Performance Document (Doc ID 3012045.1)

Symptoms

When attempting to run Mass Update Task For Performance Documents,
the following error occurs in the process log.

ERROR:
JBO-29000: Unexpected exception caught: oracle.jbo.JboException, msg=JBO-29000: Unexpected exception caught: oracle.jbo.AttrValException, msg=JBO-27014: Attribute PersonId in GoalAccessEO is required.
Exception occurred while running MassUpdateTaskForPerformanceDocuments


STEPS:
1. My Client Groups > Performance > Process Mass Actions for Performance Documents
2. Click Add > Change Current Task > Enter the details > Click Submit
3. See the process fails with error
