24A : ErpIntegrationService Callback to OIC Having IP Allowlist Enabled Stopped Working (Doc ID 3012086.1)

Symptoms

Actual Behavior
ErpIntegrationService (Operation : ExportBulkData) that triggered ESS Job runs successfully but it's callback to Oracle Integration Cloud (OIC) stopped working.

Fact
1. Issue started to occur after Quarterly Update : 24A
2. OIC has IP Allowlist enabled
3. Disabling OIC IP Allowlist can workaround this issue
4. OIC and Fusion Application are separate OCI tenancy



Steps
1. Run ErpIntegrationService (Operation: exportBulkData) to trigger ESS Job from OIC
2. From OIC, start callback event
