Symptoms

Unable to upload promotions using the template in French language. Upload fails with below error.

Feuille manquante dans le fichier d'entrée
Modèle non valide. Vérifiez les feuilles et/ou les colonnes dans la feuille de calcul utilisé

Steps to reproduce:
-------------------
1. Login to RPCS.
2. Set the main language to french
3. Download a empty base promotion template
4. Open the template in excel and confirm the template is in french
5. Populate the file and save
6. Upload the file using promo upload functionality
7. Note the upload fails with the above error.
