Screenset Manager/ Manager Layout Not Honored for Layout, Ex. Quote Action / Convert Quote to Order (Doc ID 3012638.1)

Symptoms

When using Screen Set Manager / Manager Layout, the custom layout is not correct when accessing the Order Release from Brokerage and Forwarding / Quotes/ Select a Quote/ Actions / Convert Quote to Order. The 'NEW' Order Release visible shows fields from the PUBLIC default field settings.  Users need to have a modified screen layout as desired when creating an order from a Quote.
 
The issue can be reproduced at will with the following steps:

1. Click Configuration and Administration/ Manager Layout.
2. Click the Manager Layout ID to create.
3. Go to the Details Tab and remove several fields for the custom layout and Finished.
4. Click Configuration and Administration/ Screen Set Manager and create a name for an Order Release query.
5. Edit and Click the General tab, adding the Manager layout name associated to New and Edit Control options to connect the Manager Layout and Screen Set together.
6. Click Finished.
7. Click Configuration and Administration/ Manager User Access / Click field User Type Access / Drop Down and select Field Screen Set.
8. Click tab Edit User Access at the bottom.
9. Assign the Query ID Order Release and Screen Set ID and save.
10. Click Finished.
11. Go to Brokerage and Forwarding / Quote.
12. Create a Quote and Finish.
13. Now Inquire on the Quote and select on the Quote / Actions Brokerage and Forwarding / Change Quote / Convert Quote to Order.
14. Click on Convert Quote to Order button at the bottom.
15. The Order Release 'New' view is not displaying the custom layout.
