Symptoms

Two orders are planned onto a three-leg itinerary, where the last leg results in a multistop shipment (as the orders have different destinations). This third-leg multistop shipment is using up the last Carrier Capacity for that rate (i.e. capacity is fully used and now 0). An attempt to resequence the stops on that third-leg multistop shipment results in a failure due to having no capacity available (despite it being the one using that capacity).
