Unable to Copy Reports From Templates After Upgrade to 23.12 (Doc ID 3012746.1)

Symptoms

ACTUAL BEHAVIOR
---------------------------
Since the upgrade to 23.12, it is not possible to copy reports from Templates.

EXPECTED BEHAVIOR
-------------------------------
The list of User-Defined reports from Company Workspace > Templates > Reports should display on the shell> Reports > User-Defined > Create > From Templates > 'Select Report Template' page.

STEPS
-----------
The issue can be reproduced at will with the following steps:

  1.  Log in to he  environment.
  2.  Navigate to Company Workspace > Templates > Reports --> confirm that there are a few User-Defined Reports Templates available.
  3.  Navigate to Shell > Reports > User-Defined > Create > From Templates --> Observe that the 'Select Report Template' list is empty.
