Created Actions And Action Plans in System Not Available To Add To Cases
EXPECTED BEHAVIOR

Expect the action and action plans created in the system to be available to Add to Cases
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Services
2. Cases
3. Open existing case Or Create new Case
4. In Action Plan Type 'Add Action Plan'
5. This does not fetch the available action plans or actions
