OCI Database Management Service : Enable Operation For Pluggable DB Fails - "pluggable database is in STOPPED state" (Doc ID 3013034.1)

Symptoms

In a Data Guard Configured environment, post switchover trying to enable Database Management (DBM) completes without issue for CDB.

But, while trying to enable the DBM for Pluggable DB fails with following error:

A problem was encountered: Database Management operation can not be performed because the pluggable database is in STOPPED state.
If the problem persists, contact Oracle support and provide the following opc-request-id: <Request ID>.
