MFCS - Missing Notification After Upload Completion (Doc ID 3013075.1)

Symptoms

User did not receive any notification on "Code & Descriptions" upload completion. Upload status is available on "Review Status" screen but no notification is raised to the user.

Steps to reproduce:
===============
1. Login to MFCS.
2. Download "Code & Description" foundation data template.
3. Add/update records in the template.
4. Save and upload the template.
5. Confirm the file was successfully uploaded in "Review Status" screen.
6. Confirm that no notification was sent to the user informing about the upload results.
