Symptoms

 Error: "Dynamic Calc Level 0 Members Without A Formula" appears in the The Activity Report, within the "Outline Errors" section

Smart view retrievals performance degraded in EPB cloud
Cannot open dashboard, it hangs or times out
Error: failed to create form definition there are not enough resources available to load the data entry form. try again later
Not able to retrive data in Smart View; receive timeout error
Network error [104]: failed to receive data when running rules
Reports performance issue
Application hangs when user attempt to access budget and forecast card
Business Rule does not complete
SmartView taking more time when retrieving the hierarchy of module
Rule takes 8 hours to execute
Rule processing for 20 hours then throws unknown error in Planning job console
