ACTUAL BEHAVIOR

LocateItems request does not restrict on Zone Fulfillment Locations.
EXPECTED BEHAVIOR

Retail Order Orchestration should be restricting on Locations assigned under Zone fulfillment.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Zone fulfillment for locations
2. Perform LocateItems request, include Postal code.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Zone Fulfillment is not utilized to restrict Location assigned.
Zone fulfillment restriction not working for Mexico Terriitory
