Oracle Fusion Learning Cloud: No Offerings Appearing in Available Offerings Area When Trying to Enroll to Course

Symptoms
When a user clicks ENROLL for a Course, they go down to the Available Offerings area as expected but no Offering is appearing for them to enroll to.
If they click Actions->Enroll to Course then they can see the Offering and enroll to it.
STEPS TO REPRODUCE
1. Go to Me->Learning->Search for the Course
2. Select it and click ENROLL
3. Page goes down to Available Offerings section but no Offerings appear.
