Adding GTM Trade Agreement Refnum With Refnum Value as Existing Formula ID Throws Error 'Enter a valid Formula ID against the Reference Number Qualifier' (Doc ID 3014303.1)

Symptoms

In GTM UI, when GTM Customer is trying to add a Refnum on Trade Agreement with an existing Formula ID as Refnum Value- system throws error 'Enter a valid Formula ID against the Reference Number Qualifier <Refnum Qualifier ID>'.

This happens even though when-
  - There is valid Formula ID available
  - User tries through DBA ADMIN access
