Qn1:On : version, Customer Billing (Transactions)

Portugal BU - Users are unable to delete the Credit Memo  in Frozen status

Users want to delete few in Credit Memo with Frozen status.
Users tried from API and application. But users were not able to delete.

How can such transactions be deleted?
