Symptoms

OTM is not creating Shipment Group of SAW shipments using agent action.
Customer has an Active Agent and they have enabled the custom Property glog.business.shipgroup.findValidRules.forShipmentsWithNoItinerary = true.

Agent is triggered and completed. There is no error too.
