DCA - Import From File And Data Validation Screen Error While In The "Download Failed Data" (Doc ID 3015434.1)

Symptoms

When trying to download the Download Failed Data on the data Validation screen,it downloads a empty zip file

Steps To Recreate:
1- Import a file with invalid data to DCA, in our case for ITEM_LOC_SOH
2- The application shows that there are errors
3- Click "Download Failed Data"
4- Downloads a empity zip file
5- Go to Data Validation
6- Click "Validate"
7- The application shows that there are errors
8- Click "Download Failed Data"
9- Downloads a empity zip file
10- Go to Business Validation
11- Click "Validate"
12- The application shows that there are errors
13- Click "Download Failed Data"
14- Downloads a file with the error

The problem is only in the Import From File and Data Validation Screens.
