Change Service Provider Is Not Respecting Property 'ignoreOrderMovementConstraints=false' (Doc ID 3015675.1)

Symptoms

Customer has set the Property : glog.business.order.ignoreOrderMovementConstraints = false

After that when an Order Release has a "Buy Service Provider" constraint filled and also the related Order Movement has the same SERVPROV_GID filled, the Shipment action “Change service provider” it returns only options of this service provider. But, when Order Movement Constraint is changed for another servprov_gid and the order release remains with the first, the behavior expected for the shipment action Change Service Provider is to shown options for this new provider but it shows the below error message:
 
“No valid service providers found.”

If, however, Order Release Constraint is deleted, the options for serprov_gid filled on Order Movement are showed for Change Service Provider shipment action, as expected.
