ORA-01991 invalid password when try to alter user's password in 19c DB (Doc ID 3016285.1)

When customer try to modify password of user if it's password is expired ,it reported ORA-01991: invalid password file '+diskgroup/xxxxxxx/xxxx/xx'.

eg, the following status

USERNAME CREATED ACCOUNT_STATUS

test 01-OCT-23 EXPIRED(GRACE)
