Oracle Fusion Recruiting Cloud: Offer Stuck in Pending Approval While the Transaction Console Shows it has been Aborted (Doc ID 3016806.1)

Symptoms

Problem:

An offer has been submitted for approval and shows as Pending Approval in recruiting and Aborted in the Transaction Console.

Steps:

1. Go to My Client Groups > Hiring > Requisition Number > Candidate Job Application.
2. Note the the Phase/State is Offer/Pending Approval.
3. Go to Navigator > Tools > Transaction Console.
4. Search for the Candidate.
5. Note that the Offer Approval is showing Completed/Aborted
