Customer Order Initiate, Customer Order Complete Transcations Fail with Balancing error for GTS tax setup (Doc ID 3017274.1)

Symptoms

Order Initiate and Order Complete transactions fails with Transaction Out of Balance and the balance amount is same as tax amount.

Steps to reproduce:
-----------------------------
1. Set default tax type to GTS. Stores should have vat_include_ind as null or N.
2. Upload Order Initiate, Order Complete transaction.
3. Note the Order initiate, Order Complete transaction fails with Transaction Out of Balance error and the balance amount is same as tax amount.
