ACTUAL BEHAVIOR
---------------
Not able to add Created Action Plans in Case management

When trying to add the created action plan in cases (case management) in the Helpdesk module No Action Plan is showing in the Action bar of case creation page .

EXPECTED BEHAVIOR
-----------------------
Action bar should bring up the Action plan template name or Action name

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open existing case or create a new case
2. In Action plan, type "Add Action Plan"
3. This does not fetch the available action plans or actions
