PRC:PO: Unable to View Agreement Change Order History When Change Order Number Is Greater Than 999 (Doc ID 3018641.1)

Symptoms

Unable to view Agreement Change Order History when the Change Order number is greater than 999. Instead, a blank tab opens.

Blanket Purchase Agreement (BPA) has more than 1000 Change Orders implemented against it.
Can view Change Order Details for change order 999 but when attempting to open Change Order Details for any change order number greater than 999 a blank tab opens.

STEPS

The issue can be reproduced at will with the following steps:
1. Manage Agreements
2. Open BPA with more than 999 Change Orders
3. Actions > View Change History
4. View Change Order > Actions > View Change Order History to view the exact changes
5. A blank screen opens
6. Go to Manage Agreements and follow above steps to view changes for CO 999 - that works
7. Try to open CO 1000 or higher (anything above 999) and the screen is blank
