Oracle Fusion Student Management Cloud Service: Not Able To Create A Customer Account (Doc ID 3018873.1)

Symptoms

 When creating a new student record including updating the profile to include a bill to address, the customer account does not get created.

Create a new profile.
Update profile to add a Bill To address.
Navigate to Academics > Finances
Search for student
Click on student
Get error message: You can't view account summary for the student because a customer account doesn't exist (HES-5220056)
