Unifier Message "Alert Existing Email or Username Cannot Be Used" Is Displayed When Attempting to Create a New Request for Bid Type Record

ACTUAL BEHAVIOR

When attempting to create a new "Request For Bid" (RFB) type Business Process (BP) record the following "Alert" message is being displayed in the Unifier user interface: "Alert Existing email or username cannot be used". There was another RFB BP record for the user in question but it is in a Terminated record and it is no longer displayed in the BP Log listing. There are no other RFB records with that bidder email, and there are no other Vendors with that email address.
EXPECTED BEHAVIOR

The administrator should be able to create a new RFB record with the desired bidder email address as it is no longer displayed in the RFB BP log and there are no bidders anywhere in the system with this bidder email account.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log into the Unifier environment.
- Navigate to Company Workspace > User Mode > Vendor type BP > Vendors > Confirm the desired bidder email address exists in a Vendor record.
- Go to RFB type BP log > +Create > Enter required fields (choose vendor details, Contact First Name, Contact Last Name, Bidder Email, Country) > Click "Submit".
- Alert message is displayed: "Alert Existing email or username cannot be used".
