Symptoms
PROBLEM
For Oracle Recruiting customers who have the SMS feature enabled, there are some mandatory actions that need to be performed to add more protection for SMS.
To add more protection for SMS, we are requiring all Oracle Recruiting customers to do the following:

- Review the allowed list of countries in your SMS vendor configuration (Twilio, Syniverse etc) and only restrict the list to the countries where you want to send SMS to external candidates.
- Configure your email address in the SMS throttling section of the ‘Recruiting Messaging Configuration’ Task in Setup and Maintenance area so that you can receive alerts when thresholds are reached. Review Oracle Fusion Cloud Recruiting What’s New 23C
To add more protection from unintended SMS pumping scenarios, we strongly suggest you request the May 10, 2024 or later Weekly Maintenance Pack that includes the following changes:

- Some critical enhancements in SMS throttling.
- Provides the ability to configure a list of phone country codes that a SMS is allowed to use. This is defaulted to the phone country codes found below. Customers can add or remove phone country codes from this list by updating the following profile option ‘ORA_IRC_SMS_ALLOW_LIST’ with a comma separated list of country phone codes.

- If you are a customer sending SMS to countries outside of the default list, the messages will no longer be sent. To send messages to these countries, please update the profile option ‘ORA_IRC_SMS_ALLOW_LIST’ with the overall allowed list of country codes you want to send SMS.
