Error When Using urlMultiPartByPost() function: [Proxy should be configured with host and port parts] (Doc ID 3019986.1)

Symptoms

When running an action that uses the urlMultiPartByPost() BML function, the action will fail with the following error message in the UI

Could not perform Action: [Action Name]
Exception executing BML UrlMultipartByPost function
BML Line No : 125
Action Advanced Modify - After Formulas failed. Process :[process name] : Quote Action : [action name]

In the BM.logs the following error message will be seen

[ERROR] com.bm.xchange.services.scripts.bmjscript.compiler.functions.UrlMultipartByPost.exec(UrlMultipartByPost.java:208) - Remote HTTP POST call failed
com.bm.xchange.util.BMSystemException: Proxy should be configured with host and port parts

Changes
