Legal Entity Not Appearing In "Assign Legal Entities" (Doc ID 3020143.1)

Symptoms

On : 11.13.23.10.0 version, Setup, Rapid Impl and Security

After having a BSV linked to a LE and to a ledger, the LE does not show in the Assign Legal Entity screen.

EXPECTED BEHAVIOR
-----------------------
For the LE to show listed as all other LE assigned to the ledger

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a legal entity to the primary ledger
2. Assign  BSV to the legal entity.
3. Go to Assign Legal Entity for the ledger and one LE does not show, all others do show as expected
