Reason, Start and End Date Fields Disabled When Setting Up Substitute Item

Symptoms
On: MFCS/RMS 24.0.101.2 version
Unable to define a pick priority, date range, or substitute reason when setting up a substitute item for a newly replenished item.
Steps to Reproduce
-----------------------
1) Determine a substitute item for a new item – it must not be on replenishment
2) Navigate to Tasks > Items > Manage items > enter new item
3) Ensure the new item is on replenishment
4) Navigate to More Actions > Substitute Items
a. Add location
b. Add substitute item. HERE IS THE ISSUE: The start and end dates and Reasons are disabled.
c. Save and Close
5. Run query: select * from sub_items_detail - substitute item is saved, but dates are defaulted, and no reason code is being applied.
