Import Rates For Participant Using IncentiveParticipant Rate In Import Management Gives Exception Error (Doc ID 3022065.1)

Not able to update the rates for participants using Import Management import activity IncentiveParticipantRate.

When trying to update the rates in import management using IncentiveParticipantRate the following error is returned -

"The record didn't load because of an exception. Rerun the import. "

The issue can be reproduced at will with the following steps:
Fusion Applications
Import Management -
  Import using import activity for IncentiveParticipantRate
