Translations Are Not Working In Smart Texts

Symptoms
On using smart texts in the compose email message, the smart text created in Dutch language is not showing. Always displaying the English smart texts.
STEPS

The issue can be reproduced at will with the following steps:
1. Go To Navigator ->Tools-> Smart Text
Create a smart text for CRM and add a smart text. Add the translation in Dutch or Spanish or any other foreign languages
Save the smart text
2. Now open any Service center record with User language in English
3. Compose email. Insert the smart text. It shows in English
4. Now change the Preferences -> Language -> Dutch
5. Replicate the same steps by opening the Service Center record ->Compose email Insert the smart text. It does not show in Dutch
