Symptoms
ACTUAL BEHAVIOR

When trying to Create a contact from Edit Contracts - Parties the "Create Contact" button is greyed out.
EXPECTED BEHAVIOR
--------------------
Create Contact button should be able to be selected (not greyed out).
STEPS TO REPRODUCE
----------------------
1. Open a Contract and navigate to the "Parties" tab.
2. Observe that the "Create Contact" button can not be selected.
