Symptoms

Actual Behavior
XLE_ENABLE_LEGAL_ENTITY_TIMEZONE is enabled and Legal Entity time zone is Tokyo (UTC+9).
On Review Cost accounting distributions UI- Project Details, Expenditure Item date is shown in UTC, without any timestamp.
After transactions are transferred to project, Expenditure Item date is shown in UTC on Project UI also.

Expected Behavior
Expenditure Item date is shown in legal entity time zone.

Steps to Reproduce

  1. Work order resource transactions are created with transaction_date = 2023-12-31 21:40 (UTC) .
  2. On Work order transaction history UI, transaction date is converted to user time zone JST(UTC+9) and shown as 2024-01-01 6:40.
  3. Trasfer transactions from Production to Costing and Create Cost Accounting Distributions.
  4. Navigate to Review Cost Accounting Distributions > Project Details, Expenditure Item date is shown as 2023-12-31.
  5. Create Accounting
  6. Import interface data to project
  7. On project UI, Expenditure Item date is shown as 2023-12-31.
