When creating a shipment that contains inactive items (created form RMS via RIB),  'Add Items' option will add the inactive item but if the 'Use Document' option is used the inactive item cannot be added into the shipment.

Steps to Reproduce:

Data setup: Item is in Active status in Store A and Inactive status in Store B

1. Create a transfer from store A to store B in RMS and integrate to SIOCS via RIB.
2. In SOCS MAF UI, start creating a transfer shipment.
3. Select the option Use Document.
4. Scan the item and the following pop up appears.

Item is Inactive at the destination location and cannot be added

The ‘Add Items’ and the ‘Add Items & Qty’ options both allow adding the items.
