Symptoms

When attempting to migrate a standard commerce process between environments, the following error can be seen in the migration log

Fatal error occurred during Post-Processing/Deployment. Aborting upload.
Fatal database error: Field attribute_value of Attribute Modify Rule with attribute_id = X, ref_type = 0, ref_id = Xis read-only according to Standard Process Definition
