Quota Options Do Not Display Correctly When View Options Is Used

Symptoms
On OFS 24B, if a Time Slot or Capacity Category is selected in the View drop down on the Quota screen and nothing is selected in the other box, only the selected item is displayed.
For example, if one or more Time Slots are selected in the Time Slot box, then no Capacity Categories are shown after clicking the Apply button. The same is true if only one or more Capacity Categories are selected in that no Time Slots are then displayed.
