Symptoms
After upgrading to 24.4, some Project/Shell Creation type Business Process (BP) records give the error below when attempting to send the records to a terminal status. Each record gives a unique error code each time a user attempts to send the record to the Approve step.

system cannot process your request.
Contact your System Administrator
referencing this error code <company shortname>-<unique error code>.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log in to the Test environment.
- Navigate to Home > Tasks.
- Open the affected BP records.
- Click on Send.
- Select Approve.
- Click on Send and receive error.
