Symptoms

  1. During the CPU offline (scaling down), the interrupts cannot be migrated to other CPUs.  The issue can be seen to cause networking issues seen at the Guest VM level and also on the Hypervisor
    From the Hypervisor, an increase in "rx_drops" is seen for the vnet interfaces assigned to the Guest VM:
