Symptoms
In RPCS, When attempting to downloading blank templates for Price Change, Promotions the following error occurs.
ERROR

@0PACKAGE_ERROR@1ORA-01403: no data found@2RPM_PROMOTION_SQL.CREATE_FILE
Steps To Reproduce:
1. In RPCS > Task> Data Loading > Download Blank Template
2. Select Type and Template. Click on download
2. Notice an error message is displayed.
